CORRUPTION KPI, THE FUTURE OF CPTED AND STAFF AS THE MAIN RISK: WHAT WAS TAKEN ABOUT AT THE IV CORPORATE SECURITY CONFERENCE

Since 2016, the Corporate Security conference, a large-scale event in the field of business security in Ukraine, has been held in Kyiv. This time the event was attended by more than a thousand people. The deputy head of the BFDR, the head of the Association of Workers of Professional Security Structures in the city of Kryvyi Rih, the director of “Dobrai Sprava” shared his notes from the conferences.

CRI of corruption

There is no specific KPI for reducing the level of corruption in the Committee of the Verkhovna Rada of Ukraine on anti-corruption policy. As Deputy Head of the Committee Halyna Yanchenko noted, the indicator of the level of corruption for her is a low quality of life and bad roads. At that time, Serhii Pogribny noted that it is logical to consider the percentage of shadow business in the country as an indicator of corruption. In Ukraine, this figure is 48%. That is, half of the business exists only thanks to corruption.

The Verkhovna Rada prefers not to engage in research, but to conduct a legislative initiative. The deputy noted that anti-corruption areas are a priority for the Verkhovna Rada. She reminded of the support of the Verkhovna Rada of draft law No. 1056-1 “On Amendments to Certain Legislative Acts of Ukraine on the Protection of Property Rights”, aimed at combating raiding, and also announced a number of changes: in particular, limiting the powers of the Security Service of Ukraine and the National Police in terms of economic investigations, as well as the establishment of the Bureau of Financial Investigations.

The main risk is personnel

Big business assesses risks “in the long run”. This is 3-4 years. All risks are digitized and summarized in a matrix. “We are always faced with the dilemma of what to consider a risk and what to consider a fear,” summed up the CEO of Carlsberg Ukraine Yevgeny Shevchenko.

Among the main risks are risks related to personnel. Under this category, big business refers to physical security in production and labor migration of personnel. Industrial safety at Nemiroff means compliance with safety and occupational health and safety regulations, business trip safety, and employee health insurance.

Another personnel risk is due to labor migration. Yury Sorochynskyi, the general director of Nemiroff, cited statistics that seasonally 3-4 million of the target audience of the vodka company regularly leave the country. This, according to the speaker, poses a threat to business not only from the point of view of consumption, but also from the point of view of the workforce. After all, young people who graduate from higher educational institutions also go. Such a situation is already a threat to business development.

At Galnaftogaz, where the rotation of gas station personnel is 60% per year, they confirm the criticality of this threat and state the pros and cons of high staff turnover. “On the one hand, it is perhaps even better for the Security Service, because there are no permanent teams. But, on the other hand, this is a huge problem from the point of view of the object’s functioning,” said Vasyl Danylyak, a member of the Supervisory Board of the Galnaftogaz concern.

To remain a business

The gas station business is now faced with the question: how to globally change the business so that it remains a business in 10 years. Vasyl Danylyak: “We clearly understand that our business in the sense of today’s business model will not exist. Because according to EU regulatory policy, diesel cars will be banned by 2030, and gasoline engines by 2035. Sooner or later, these world trends will be in Ukraine, and we are already thinking about it.”

The fate of SB

Despite the coming global changes, the downsizing of the security services with the subsequent transfer of the fraud detection function to the internal audit service is unlikely to happen. Which, according to big business, is connected with the specificity of risks in Eastern Europe. Because in Western Europe, companies do not face such risks as they face in Ukraine: for example, extortion of funds by the tax police.

The future of CPTED

An effective facility security method that corporations such as MTI are now using successfully is Crime Prevention by Design Environment (CPTED). This method implies a set of landscape, design and organizational and technological solutions, the use of which in the construction of the environment ensures the reduction of the threat of crime and the improvement of the quality of life of people staying at the facility.
