PART 1. As the championship of bodyguards-2020 is being held, the Institute of State Defense Management of Ukraine was created and why it is not legal to defend the Vlasniks. Anatoliy Viktorovich Pavlov, the trainer of Ukraine for the fight against the body-choronciv, reaps the merits.

Then, having helped to promote hand-to-hand combat with the MVS system – even before that, as a fighting art, they recognized it as a service-prikadny sport of law enforcement agencies. Buv was the head of the Republican Center for Special Training – a small conglomerate of shooting and hand-to-hand combat.
With the rich struggle of tyloohorontsiv, I first got stuck in the 2000s and from that hour the whole sport literally died down. First, for calling, I’m a coach. In a different way, at the time of my acquaintance with them directly, I already had a decent record of work in special protection. And thirdly, the fight against cicada and tim, which is the most applied sport of bodyguards, in which the participants are helped by their good professional beginners.
YOU HAVE BEEN PROCESSED AS A KHORONTS. WHAT IS THE BUV DOSVID?
In 1994, the power was more bіdnoy fate – divine inflation, salaries of 20 dollars … I had a first-rate, I took a permit, having taken away material additional help, but for two tizhnі pennies it was gone. Because everything was expensive, because it was simply impossible to live on the salary of the head of the Republican Center for Special Training. That same day I got out of the system and from 1994 to 2001, having proprated the special protection department of the president of one great company.
WHAT DID YOU POST AND WHAT WOULD WE SEE?
The person who was being buried went behind the cordon to develop her business. I was preached virushiti with him, but at that moment I was already burning with the coaching theme. So I came to the department of state protection. Todi vono was called “nine” – to the one who had the 9th service at the KDB of Ukraine. WAS THIS EXACTLY THE EDUCATIONAL CENTER FROM WHICH THE PROFESSIONAL INSTITUTE GOT ITS BEGINNING?
Exactly. Initially, there was a vocational training department, which later transformed into a center, and the center into an institute. Because then, in the already independent Ukraine, all power structures had their own educational institutions, and the only one that did not have a training unit was the state security department. After all, you had to prepare your personnel. For this purpose, the Institute of State Security Management of Ukraine was created on the basis of the Kyiv National Institute named after T. Shevchenko.
AND YOU CONTINUED YOUR COACHING WORK ALREADY IN THE INSTITUTE?
For some time, I was the head of the department of special training at the UDO Institute. But you understand, in the “security” topic it is difficult not to go into practice. After all, great trainers, instructors, teachers are usually high-class practitioners by default. And they often receive offers to protect former dignitaries. Yes, after retirement due to years of service, I headed the private security of a minister. Although the coaching topic remained interesting for me. Because physical protection, driving, shooting – everything is dynamic, diverse and comprehensive. And working with young people is interesting and important. After all, you need to pass on your experience, knowledge, skills – everything that you have accumulated. Bodyguard all-around competitions are most suitable for this purpose.
THERE IS A BELIEF THAT COMPETITION EXERCISES ARE DIFFERENT FROM PERFORMANCE TECHNIQUES IN REAL, WORKING CONDITIONS. IS IT SO?
Competition is the tip of the iceberg. Many teams of private structures invite me to prepare boys for competitions and at the same time – to teach real techniques. The fact is that during training we work out much more than necessary for competition – including the moments that occur in life. Therefore, very often, along with coaching knowledge, I apply my experience in personal protection groups of private structures. In addition, for a long time I observed how the state security works. I can compare, suggest, use available resources as effectively as possible, depending on whether I am preparing a private team or state structures. After all, state security and private security are significantly different.
WHAT ARE YOU DOING NOW?
I am currently training UDO teams to participate in the intra-departmental bodyguard all-around tournament.
Due to the quarantine, the world championship, which was supposed to take place in May, was postponed to September. But we already understand that most likely we will not be able to take part, since the international communication of Ukraine is currently very limited. But we still hope to hold the championship of Ukraine in Cherkasy. There are two scenarios of the development of events. The first – if the quarantine is relaxed, the competition will take place, as usual, on the street, with a parade, with the participation of spectators. If the restrictions are not lifted, then we will organize it without the ceremonial part and spectators at the border troops training center. In order to keep the athletes in good shape, the UDO decided to hold internal competitions at the end of August. This will be the state guard championship among guards. It is a little truncated due to limited technical capabilities. Those that require special vehicles and large open areas have been removed from the types: shooting from a car and driving. There will be 5-6 teams. The best will go to the championship of Ukraine.
WEAPONS HAVE A KEY PLACE AMONG THE EQUIPMENT OF PERSONAL PROTECTION GROUPS. AND SHOOTING AS AN ASPECT OF BODYGUARDS MULTI-Wrestling INCLUDES AS MANY THREE SUB-SPECIES AND TAKES UP THE WHOLE COMPETITIVE DAY. CONSIDERING THE CURRENT SITUATION REGARDING THE ISSUE OF WEAPONS LEGALIZATION IN THE COUNTRY, WHAT IS YOUR OPINION: WEAPONS FOR CIVILIANS SHOULD BE OWNED BY ONLY A CERTAIN CATEGORY OF CITIZENS?
I am against free gun ownership. Because our society is not ready for it. The reason is not only the level of crime, but also total impunity. Today, the street dictates the way of life. Not the law, but the street.
After all, what is the principle of weapons? Don’t get it for nothing, and if you get it, use it. I will explain. If you’re going to use a weapon, or even have it holstered, you should use it. If you do not want to use it, then you will not take it into your hands. Law-abiding people have no aim to scare, show off or show off. They are aware of responsibility and will consider whether or not to use weapons. But in a similar situation, the criminal world will not think twice and very quickly use weapons.
There is another reason why the free ownership of weapons should be restrained – psychological. After all, murder leaves an unforgettable mark. Most people go into shock after that. For example, the SBU has the “Alpha” unit – the “A” department for anti-terror and justice. They train, shoot, participate in certain operations. But until 2014, I knew units of “Alfians” who used weapons and killed. Colleagues who have been to Afghanistan say that the first person killed in front of your eyes is shocking. Therefore, the use of weapons is a very difficult issue.
As for security structures, the opposite is true here: there must be weapons. And it doesn’t matter which: combat or traumatic. Precisely because of the criminogenic environment. Moreover, in personal protection, the use of weapons is the last stage, when nothing else can be done. But the knowledge and understanding that the guards are armed already deters attackers. After all, the criminals themselves use military weapons against the guards – we are talking about those 5-8 million unaccounted for weapons that have been roaming the country since the beginning of hostilities in the east. And in order to slowly remove it, following the example of Yugoslavia, it will take 8 to 10 years. And during this time, anything can happen…
